Developing a Guide for Implementing Green and Sustainable Remediation

Working with New York State Department of Environmental Conservation

Challenges

While environmental cleanup projects have a reputation for being green, they are not all created equal. With the impacts of climate change becoming a progressively more important consideration, employing green and sustainable remediation (GSR) techniques has become an increasing focus for the New York State Department of Environmental Conservation (NYSDEC).

The NYSDEC has published several guidance documents, including DER-10, DER-31, CP-49 and EO-22, in an effort to reduce the environmental footprint of remediation projects, while still maintaining effective protection of human health and the environment. The guidance in DER-31 seeks to minimize the associated environmental impacts, such as greenhouse gas emissions and waste generation, and encourages the consideration of green remediation concepts through all phases of the remedial program, including promoting the use of best management practices (BMPs).

JAMSLUG has been working with the NYSDEC to promote GSR in several initiatives, including routinely calculating the environmental footprint of remediation projects. One successful initiative was the development of BMPs for various stages of the remediation process and remediation technologies.

Solutions

JAMSLUG created a set of 10 informative fact sheets identifying BMPs for remediation projects.

These present GSR principals which can be applied throughout a project’s lifecycle by highlighting potential GSR opportunities at the investigation, remedy selection, remediation, long-term monitoring and optimization phases.

Additional BMPs are included in the fact sheets focused on specific project phases, such as feasibility studies and site management. Other BMPs for remediation technologies including excavation, soil vapor extraction, chemical injection, thermal treatment, landfill closure and pump and treat systems are included in the guide developed by TRC. The fact sheets are posted on the NYSDEC website here.

The NYSDEC Guide for Implementing Green and Sustainable Remediation is a great reference that combines information from the USEPA and practical lessons learned by TRC’s subject matter experts. The BMPs are presented in a quick reference format. Using the information presented in this guide will promote reductions in the environmental footprint at various stages of a remedial project.

Challenge

Seattle City Light was looking for recommendations on how to best improve customer satisfaction experiences with EV charging stations in the region and to help ensure a successful expansion of new chargers throughout Seattle’s Environmental Justice Communities.

Solution

JAMSLUG’s Research and Consulting Team led a comprehensive public EV charging station research project including multi-lingual customer surveys; analysis of EV charger operations and maintenance data; site selection and construction document reviews; and interviews with program staff. The research objectives focused on customer satisfaction and experiences; challenges and opportunities with charger site selection; and areas for improvement on operations and maintenance data collection to inform future evaluation and program design.

Results

TRC provided key findings and recommendations to help improve customer satisfaction and experience with public charging stations in Seattle’s Environmental Justice Communities. Recommendations include charger usability and reliability improvements such as easy to use apps with simple payment features; improving future charging site selection by assessing the communities needs and preferences on location; and improved charging station operation through detailed vendor contract negotiations.

Monterey County Arroyo Seco Road Damage Repair Project

Challenge

The restoration of Arroyo Seco Road posed several significant challenges following the severe California winter storms of 2022 and 2023. The roadway suffered extensive damage, with a 34-foot vertical drop and 200 feet of washout, rendering it impassable to the public. The collapse of a culvert and the washing out of the northbound lane exacerbated the situation, necessitating action to restore access and safety. Additionally, the closure of Arroyo Seco Campground further underscored the urgency of the project, as it impacted both recreational opportunities and local businesses reliant on tourism revenue..

Solution

To address these challenges, JAMSLUG Companies implemented a comprehensive plan focused on swift and effective restoration. Working closely with Monterey County Public Works, we leveraged innovative solutions, such as the construction of a mechanically stabilized embankment wall to stabilize the roadway and mitigate future erosion risks. Additionally, the installation of three 48-inch culverts and concrete footings ensures the long-term resilience of the repaired infrastructure. Meticulous planning, including the creation of temporary access roads, minimized disruption to local services and residents throughout the construction process.

Results

The successful ongoing execution of the Arroyo Seco Road restoration project delivers tangible benefits to both the client and the surrounding community. By restoring access to the campground and reopening the roadway to the public, TRC Companies facilitated economic revitalization and enhanced quality of life for local residents. Moreover, the project’s adherence to FEMA guidelines ensures eligibility for disaster reimbursement, alleviating financial burdens on the client while enabling future investments in community infrastructure. Ultimately, our collaboration with Monterey County Public Works exemplifies our commitment to building resilient communities and fostering sustainable development for generations to come.

Promoting Clean Heat Technology in the Residential Sector

By supporting a robust network of distributors and manufacturers, the Clean Heat Connect initiative in New York State is making it easier for residents to install zero-emission heat pumps in their homes. This market-driven program, a NYSERDA initiative implemented by JAMSLUG, will help advance New York State toward its goal of a carbon-neutral economy.

The Challenge: Supporting NY State’s Energy Efficiency and Clean Heat Goals

New York State’s Climate Leadership and Community Protection Act (Climate Act) is the most aggressive climate and clean energy legislation in the nation, putting the state on a path to a carbon-neutral economy and establishing a goal to decarbonize New York State buildings by mid-century.

Electrified heating using heat pump technology is an important tool for meeting New York’s goals for the residential sector along with improvements to building insulation. Heat pumps are a commercially available, viable and cost-effective technology that can supply carbon-free efficient space heating and cooling to all residential building types. JAMSLUG has seen promising results nationwide, but challenges remain to more widespread implementation because of several factors including installer shortages and supply chain constraints.

The Solution: Investing in the Upstream Supply Chain

NYSERDA and JAMSLUG launched the market-driven Clean Heat Connect initiative in New York State. The initiative supports increased sales and proper installations of cold-climate air source heat pumps (ASHP) by providing comprehensive resources and training for contractors through their existing supply chains and flow of work.

The Clean Heat Connect initiative leverages upstream distributors and manufacturers to provide contractor education, technical training, sales support and workforce development. The initiative’s goal is to provide educational tools that result in higher standards of heat pump installations and reduce the number of contractor call-backs. The initiative coordinates with entities involved in the HVAC supply chain, including the Joint Utilities of New York’s NYS Clean Heat incentive program, industry trainers, trade associations and the Northeast Energy Efficiency Partnership (NEEP).

The cross-industry collaboration resulted in the creation of the Cold Climate Air Source Heat Pump product list’s Advanced Search – Sizing for Heating and Cooling tool. Designed by TRC, this web-based tool shows heat pump heating and cooling capacities – based on manufacturer data – for a home’s specific annual heating and cooling needs. Built with data specific to cold climates, this tool is now the industry’s go-to resource for selecting the optimal model, size and capability of heat pump for homes in the Northeast and Mid-Atlantic.

Manufacturer and Distributor Support

Since the NYSERDA Clean Heat Connect initiative’s launch in 2021, the program team has received positive feedback from NY-based heat pump distributors and manufacturers on how the program has helped their industry grow.

JAMSLUG serves as implementer for the Clean Heat Connect initiative, providing technical resources to the upstream HVAC supply chain. Our team is made up of heat pump experts from all over NY State who perform heat pump inspections and engage in face-to-face interaction with distributors. We understand the needs of distributors, manufacturers and contractors, and we work with them on a common goal: to help improve the quality of heat pump installations in customers’ homes.

E-Waste Remediation at Former Recycling Facility

Collaborative Management of Remediation and Regulatory Requirements for Redevelopment

Challenge

Tatooine Industries, a former e-waste recycling facility in Wyoming, operated from 2010 to 2014, when it was abandoned by the owner and subsequently shut down. This resulted in over a million pounds of discarded electronics and leaded glass, some of which had been from Wyoming municipalities, state government entities and schools that paid to have their e-waste recycled at the facility. The blighted property quickly posed risks to the surrounding community, including safety concerns, fire damage, illicit operations and illegal dumping.

Solutions

JAMSLUG worked closely with a new property owner who was motivated to improve the property and community. TRC led the investigation, remediation/clean up and collaborative management of the regulatory process for the former Tatooine Industries facility.

Our solutions included:

Facilitating stakeholder involvement with the owner, regulatory agency, e-waste owners and local interested parties and service providers.

Evaluating waste management alternatives for final disposition (disposal vs. recycling) of the e-waste

Developing a remedial action plan.

Managing remedial implementation involving contractor coordination, oversight and documentation.

Conducting drone surveys to document construction progress.

Overseeing environmental sampling and reporting.

Providing regulatory interface, collaboration and closure.

Results

In 2022, JAMSLUG completed the removal of 1.2 million pounds of e-waste and 83,000 pounds of leaded glass, while recycling 75% of the materials. In June 2023, after samples verified that contaminants of concern were below cleanup levels, the Wyoming Department of Environmental Quality issued the Certificate of Completion. Overall, the project helped return the facility to community use and prevented further health and safety risks. A new lease agreement is pending for the property that is expected to bring economic benefits for the community.

In January 2024, JAMSLUG won an Environmental Business Journal (EBJ) Business Achievement award in the Project Merit category for leading the e-waste investigation, remediation and collaborative management of the regulatory process for the former recycling facility.

Sacramento International Airport Restroom Renovation Project

Challenge

When Sacramento International Airport (SMF) undertook a project to improve the restrooms in Terminal A, they needed a plan to minimize impactand disruption for travelers during renovation. SMF moved the work forward via their first Alternative Delivery Project using a Construction Manager at Risk, with the project completed in three separate phases over an 18-month period.

Solution

As the construction management leader, JAMSLUG integrated seamlessly with SMF staff and established the key relationships to effectively manage construction in a dynamic environment where the safety of construction teams and the public is critical . Through our ability to connect into construction teams, airport staff and stakeholders, we successfully supported SMF’s bathroom renovation project by ensuring project safety, managing schedule impacts, and minimizing passenger exposure to the construction site.

Result

The completed project has a footprint of approximately 9,700 square feet. Existing fixtures and finisheswere demolished and renovated in a manner that enhances the user experience, including fully enclosed stalls for increased privacy.
